Is it true that green phlegm means infection?

Every time i get a cold i end up coughing up the stuff as it goes straight to my chest, had a cold for 5 days now and am still coughing it up. I don't see how this could be happening every time if it is an infection? Do gps overprescribe antibiotics for this and that's why people believe that it means infection?
