Costume With Yellow Tutu and White Gogo Boots?

I'm trying to make a costume for a halloween party. I really want to use my white gogo boots and my yellow tutu. I was thinking of doing a candy corn costume, but don't know how. Or any other kind of costume would be great! I just want it to look cool and not have to be bought at a store.
