Would it be weird if I wore a wedding dress to a wedding at the courthouse?

Ok, here's what is going on. I was originally getting married at a gazebo by a lake and I went ahead and bought a wedding dress and a bridesmaid dress and a flower dress, but I wanted a justice of the peace to come to the wedding (I am in PA) and none of them will perform ceremonies outside of the courthouse. I don't feel comfortable with a minister because my fiance and I are not religious people and it doesn't feel right to me. Would it be weird if I did decide to go to the courthouse and do the ceremony if I wore my dress and we had a flower girl and bridesmaid and all that stuff. It doesn't have to be a big deal I just want to be able to include everyone who was originally part of the wedding without being weird
