How can you find people outside of your messenger list of contacts when they are not in a chat room you are in

i have people from all over the world im me when in a chat room, that are not bots or cam-sellers and have never been able to figure out how to find people, in general, online from around the world. i have made some new friends, but they found me. how do i find them?
