My clarinet came without a ligature. Can anyone help me?

I put scotch tape on the mouthpiece as a ligature but I can't get any notes lower than an f. Does this sound like a problem caused by using scotch tape rather than a metal ligature? I would like to rule it out if that isn't the reason. Thank you.
